  4. I would like to know if employers should mail W2 and W3 forms to the IRS or just send them to SSA?

Employers should file all form W2 Copy A and one form W3 to SSA. You can find the mailing address on the W3 form.

Employers should file 1099 copy A and 1096 to IRS.
