Yes, ezCheckPrinting can run on an offline computer. Since you have Windows 7 computer, I do not suggest you purchase the CD.
Please follow the step below to test drive ezCheckPrinting and purchase the license only at $49.
1. Navigate to the special ezCheckPrinting Download Page for Windows 7 on a computer with internet connection.

3. Download the installation file "CheckPrintingSetupV7.msi" and save it to your USB disk.

3. Insert USB disk into your offline computer and double click the .msi to start the installation. (Note: If your computer has higher security settings, you can copy the .msi file to a folder on your computer and start installation from your local folder).
