After upgrading to 2016, forms for 2016 (941,940,W-2, W-3) for 2016 are not
available, just 2015.

You need to report 2015 W2, W3, 940 forms and 2015 last quarter Form 941 in Year 2016.

2016 Form 941: Feb 2016
2016 Form W2 & W3: Oct 2016
2016 Form 940: Dec 2016
